STORMWATER REGULATORY PERSPECTIVE IMPACTS OF THE NPDES STORMWATER PHASE II REGULATIONS ON INDUSTRIAL FACILITIES
Abstract
The NPDES Stormwater Phase II Regulations will impact Industrial Facilities. Facilities across the country will be subject to the same basic regulations as mandated by the federal program, but each local permitting authority (i.e. the State of Indiana's Department of Environmental Management) will adopt it's own specific perspective (i.e. statutes, rules) on these regulations. Therefore, it is important for the Industrial community to understand what these regulations are trying to accomplish and how these regulations will be locally specific. Facilities need to contact their local NPDES permitting authority for their permit requirements. This paper will discuss when the State of Indiana will implement the Phase II regulations, who will need to apply for Phase II permit coverage, and what requirements will be in those permits. Additionally, a specific case study is included that examines how a particular industry addressed the varied regulatory requirements associated with storm water collection, detention and release.
