DESIGN/BUILD AND OPERATION OF DEVENS TREATMENT PLANT - CASE STUDY
Abstract
The United States Army commissioned Fort Devens, located in north central Massachusetts, in the early 1900's as a training site for service in World War I. The post developed with all of the amenities - housing, schools, churches, dining facilities, etc. During the last 1980's the Army opted to close Fort Devens due to severe budget cutbacks. The State of Massachusetts decided to redevelop the property emphasizing business expansion which required the modernization of the existing wastewater treatment facility.Special Legislation approved the design/build concept and after a qualification process two firms were selected for price proposals. Earth Tech was finally selected to enter into contract negotiations with Devens.This paper will present a case study starting with initial request for statement of qualifications, and ending with acceptance testing of the wastewater treatment plant.
