Collaborative Service Lateral Rehabilitation Program that Strategically Reduces Risk of Flooded Structures

The County of Sacramento, Department of Water Quality provides staffing for the Sacramento Regional County Sanitation District (SRCSD) and County Sanitation District 1 (CSD-1). There are 350 staff assigned to SRCSD and 371 staff assigned to CSD-1. Generally speaking, staff assigned to SRCSD is located at 8521 Laguna Station Road, Regional Treatment Plant and staff assigned to CSD-1 is located at 9660 Ecology Lane (Bradshaw). Organizationally CSD-1 has a Maintenance and Operations section, Sewer System Engineering and Design section (including Rehabilitation), Administration section, and Public Information section. CSD-1 is one of three large satellite collection systems that convey sewage from various residential, commercial and industrial areas within Sacramento County to the SRCSD Wastewater Treatment Plant. CSD-1 encompasses approximately 269 square mile service area and is divided by the American River. The District is responsible for planning, funding, design, construction, operations and maintenance of the sanitary sewer system which includes pump stations, mainlines, and service laterals from mainline to the utility easement. Current statistics include:In 1997 a significant organizational change took place within the Department of Water Quality. Under direction of the Chief of the Department, two new work groups were established: the Design and Rehabilitation Engineering section (was established within the Local Sewer System Engineering and Design Section) and a Special Projects section (was established within the Maintenance and Operations Division). The primary goal of these two work groups is implementing a comprehensive sewer rehabilitation program to address the Districts aging infrastructure. The Rehabilitation Engineering section focuses on long term projects, and the Special Projects section provides support (through short term projects): Benchmarking, (cost analysis) pilot projects, data trend tracking, and applicable programs to adhere to regulatory issues.
