Electronic Operations and Maintenance Manual (EOM) for the City of Phoenix Wastewater Collection System

The City of Phoenix Water Services Department is in the process of developing an Information Access System (IAS) platform that will allow Department employees to access Electronic Operations and Maintenance Manuals (EOMs) dedicated to the Department=s water and wastewater treatment facilities, water distribution system and wastewater collection system. The development of this program is an essential part of the Department's plans to accomplish the following goals and priorities:Support the re-engineering efforts of the Department by delivering a tool that provides timely access to relevant informationObtain useful and accurate information for operations personnelCreate an IAS platform that is easy to maintain by Department personnelLink other Department databases to the IASUltimately the Department continues in its effort to “accomplish more with less” and the IAS is another tool to meet this objective.The purpose of this project is to develop the EOM for the Water Service Department's Wastewater Collection System. The wastewater collection system is one of the Department's operational elements included under the IAS platform. Other IAS platform elements are wastewater treatment facilities, water treatment facilities, and the water distribution system. This EOM will cover 4,300 miles of pipeline, 333,000 service connections, 24 lift stations, 13 odor control stations, and inverted siphons found within approximately 500 geographic miles of coverage area served by 102 employees. Existing Operation and Maintenance (O&M) manuals for the Wastewater Collection System date back to 1980. Over time modifications and new development has failed to include new changes in these manuals. Also new information for installations constructed after 1980 are dispersed, incomplete and exist in different information formats which are only available in hard copy format. To deal with this the Department has developed a standardized electronic O&M manual (EOM). This standard format was developed during the Department's first EOM project completed for the 23rd Avenue Wastewater Treatment Plant; a 63- mgd rated capacity facility.The standardized EOM contains facility, equipment and control descriptions, operating procedures, design criteria, troubleshooting, alarm response, safety criteria and other reference information required to operate, maintain and troubleshoot the Wastewater Collection System facilities. New software developments have allowed the EOM to be created in a database-driven platform useful for adding content and updating current information. In addition, the new products offer the City administrative tools for IAS management, maintenance, and security. The EOM will link to electronic multimedia information, including vendor Operation and Maintenance (O&M) manuals, photographs, scanned images, CAD drawings, and training videos. Information from existing O&M manuals and Standard Operating Procedures (SOPs) will be incorporated into the content and updated as needed. The Wastewater Collection System EOM content will also be field verified. Field verification consists of obtaining digital photographs of specific site facilities and equipment for incorporation into the EOM content. Finally the developer conducts administrator and user training and develops system specifications and future development guidelines. The EOM will not duplicate information already covered in the Department=s Geographical Information System (GIS), Computerized Maintenance Management System (CMMS) and Computer (Process) Control System (CCS). Instead, the EOM will prompt the user to these other resources and provide a link. In addition, the EOM will enable the City to centralize its operations and maintenance information and ensure continuity and availability of the information regardless of staff turnover.
