Watershed-Based NPDES Permitting: Policy and Implementation
Abstract
On January 7, 2003 EPA issued the Watershed-Based National Pollutant Discharge Elimination System (NPDES) Permitting Policy Statement signed by G. Tracy Mehan, III, Assistant Administrator, Office of Water. The Policy represents an important aspect of EPA's commitment to watershed management and support for a holistic watershed approach to water quality management. EPA is working to move watershed-based permitting beyond a concept to an implementation phase. The following presents a summary of the Watershed-Based Permitting Policy Statement and ways to implement this NPDES permitting approach.
