Abstract
This presentation/paper focuses on how 34 Northern Kentucky municipalities and the urbanized areas of Boone, Campbell, and Kenton counties joined forces, starting in 1998, to form a regional stormwater program to meet the requirements of the NPDES Phase II Program and to address local water quality and quantity problems under Sanitation District No. 1 of Northern Kentucky (SD1). Over the next five years, SD1 worked to meet the March 2003 NPDES Phase II deadline and to launch the new utility. SD1's comprehensive program includes financial, institutional, technical, public education, and regulatory components. The initial functions of the utility are to manage the regional NPDES Phase II Stormwater Permit for the service area; to perform regional stormwater master planning; to perform plan review and inspection of the stormwater drainage system for new developments and for redevelopment activities; and to perform watershed water-quality assessments. SD1 anticipates assuming full operation and maintenance responsibilities for the public stormwater drainage system within the next five years.
