Abstract
Southern Iowa Rural Water Association (SIRWA), a quasi-public government body, in partnership with Shannon City and the U.S. Department of Agriculture Rural Development, Iowa (USDA RD), has established an EPA Model 5 Management program to design, construct, operate, and maintain onsite wastewater systems in Shannon City, Iowa. Bob Rubin with USEPA assisted in the treatment selections and management discussion strategies. Shannon City is a city of 43 homes with 77 residents. The systems were placed in operation during the winter of 2003 and spring 2004. The operation and management of the systems has been challenging.
