CSO Long Term Control Plan – Preparation of the Technical Guidance Manual for Pretreatment/Disinfection

In response to the requirements of the New Jersey CSO General Permit, a Technical Guidance Manual (TGM) must be prepared to assist in the selection of pretreatment and disinfection controls as part of the CSO Long Term Control Plan (LTCP).The LTCP regulations required that the permittee evaluate multiple Pretreatment/Disinfection alternative combinations for each outfall, for up to six different discharge objectives. The significant number of possible combinations of processes for each alternative, presented a problem in achieving the program goals, while maintaining an understandable and user friendly system.This paper describes how these issues were addressed in order to provide a TGM that is user friendly, in that the user can understand and formulate the various components of the alternatives, how they perform, what their limitations are, what ancillary equipment is required, how much land area they require, and the total cost consisting of both construction, and operation and maintenance considerations.
