LOGAN CITY'S ASSET MANAGEMENT APPROACH PRIORITITIZES PROJECTS, IMPROVES OPERATIONS, AND DEVELOPS CREDIBILITY WITH CITY COUNCIL

In June of 2004, Logan City Public Works Department initiated an Asset Management Program Effort. The focus of the Department was to address three primary problems.First, Logan City, like many communities, is facing a condition of failing infrastructure. Our system dates back to the 1880s and has not experienced any significant replacements since that time.Second, system operations have historically been based on the experience of operators and left alone as much as possible. Optimization of operations has not been a major concern due to the lack of catastrophic failures.Third, just like many cities, Logan City is facing increased expenses and public opinion against increasing rates or taxes substantially. As a result, public and political scrutiny requires credible and reliable data and information to justify additional expenditures.A proactive Asset Management Program focusing on a detailed condition assessment and quick success projects were designed to help with City Council and Mayor support for a long term approach. Additional public approval and press has resulted in a start of a long term solution, while painful, will be acceptable to most of our community.
