Small City Consent Judgments
Abstract
The City of Frankfort Sewer Department recently completed negotiations with the State of Kentucky on a Consent Judgment to address alleged violations of the Clean Water Act. The Sewer Department has since been working on an aggressive time schedule to eliminate all sanitary sewer overflows within 8 years and mitigate combined sewer overflows within a negotiated 15 year schedule.
