Abstract
The City of Scottsdale, Arizona, Water Resources Department conducted a three-year project to establish an Asset Management Program that would enable them proactively transition from a growth-expansion mode to maintenance mode for the planning and fiscal management of its water and wastewater assets. As part of this project, the City determined condition and criticality assessments for all above- and below-ground assets. Replacement cost estimates resulted in quantification and valuation of all asset inventories with an estimated replacement cost of approximately 6 billion (2008 dollars). The initial evaluation and capital improvements program planning identified over 400 million in asset reinvestments over the next 20 years. In addition to developing a short- and long-term asset renewal capital improvement program, the project established tactical and strategic planning timeframes for the evaluation of renewal strategies that will assist the Department in maximizing the rate of return on its reinvestments. The project also included visioning workshops and information mapping for organizational alignment with the Asset Management Program objectives.
