Santa Ana Watershed Project Authority Financial Plan Garnering Support
Abstract
In collaboration with FCS Group, the Santa Ana Watershed Project Authority (SAWPA) developed a comprehensive financial plan for its Santa Ana Regional Interceptor (SARI) Line. The project required garnering support from each of SAWPA's five member agencies. Through a collaborative and transparent process, the results of the study were phased in over time to mitigate cost shifts between member agencies and to increase the predictability of costs. By integrating shareholders from the onset of the project and requesting ongoing participation and feedback, a financial plan was developed which reflected the needs of the individual agencies, defined fiscal policies, more equitably allocated and recovered costs, and paved the way for financial stability for SAWPA.
