One Water LA 2040 Plan — Integrating Major Stormwater Efforts Creates Opportunities
Abstract
Building on the success of the 2006 Integrated Resource Plan, the City of Los Angeles (City) embarked on the City-focused yet region-wide One Water LA 2040 Plan. The One Water team took a holistic and collaborative approach considering all water resources from surface water, groundwater, potable water, gray water, wastewater, recycled water, and stormwater as “One Water.” For the first time, the City identified green versus grey stormwater facilities, and began evaluating nature-inspired systems.Volume 3 of the One Water LA 2040 Plan, the Stormwater and Urban Runoff Facilities Plan (SWFP) describes the City’s existing stormwater facility infrastructure, relevant policies, plans, and programs, and integrated recommendations in the City. Existing and future system improvements are combined in a comprehensive and prioritized Stormwater Improvement Program (SIP) to guide the City with implementation of the large number of stormwater projects to meet compliance deadlines, mitigate flood risks, and achieve water supply benefits.
