Innovative Way of Managing Capacity and Carbon Balance for the City of Boise's Water Renewal Facilities

Abstract

The City of Boise (City), while evaluating direction of the Water Renewal Services utility, investigated the capacity of their two Water Renewal Facilities (WRFs). During these investigations, carbon limitations were found at both facilities, limiting their ability to meet current and future nitrogen and phosphorus limits. To investigate these limitations and potential solutions, the City and Brown and Caldwell, set out to answer questions on the implications of nutrient limitations at the plant and how to best manage these with respect to future growth through optimization. By looking at the balance of carbon and nutrients in the system, numerous potential process optimizations at both Lander Street and West Boise, and alternate flow schemes to balance nutrients in the system, the City determined that expansion of their Lander Street WRF in its existing configuration was the most cost effective solution to managing growth and carbon limitations in the system.
