Dr. Leon Downing is a globally recognized leader in nutrient removal and recovery, with over 20 years of experience in environmental engineering. As the Director of Innovation for Treatment Solutions and Global Practice Leader for Nutrient Removal & Recovery, Dr. Downing has dedicated his career to advancing sustainable wastewater treatment technologies. ########With a Ph.D. and M.S. in Environmental Engineering from the University of Notre Dame, along with dual B.S. degrees in Environmental and Civil Engineering from the University of Wisconsin – Platteville, Dr. Downing brings a deep technical expertise to the field. His work spans the full project lifecycle, from research and development to facility design, startup, and optimization. He has contributed to over 50 water resource recovery facilities (WRRFs) and has led multiple high-impact research initiatives, including five Water Research Foundation (WRF) projects and two Department of Energy (DOE) projects.

Dr. Downing has authored 20 peer-reviewed journal articles and has provided technical leadership on innovative wastewater treatment solutions worldwide. His expertise includes whole plant nutrient management, process modeling, biofilm systems, and aerobic sludge granulation. He is a licensed Professional Engineer in Texas and an active member of the Water Environment Federation (WEF). Based in Madison, WI, he continues to drive advancements in wastewater treatment, helping utilities achieve cost-effective, energy-efficient, and environmentally sustainable solutions.
